SUMMARY:
MVI is seeking its next Property Manager. This role's goal is to manage and perform excellent property management services by implementing Mon Valley Initiative’s regional housing and commercial development strategy and providing quality real estate options that benefit low-to-moderate income residents and local small businesses.

Essential Responsibilities:

  1. Maintain property rentals by advertising and filling vacancies, negotiating and enforcing leases, in compliance with various regulations applicable to the properties (ex: LIHTC, HOME, CBDG).
  2. Establish market rental rate by surveying local rental rates and calculating overhead costs, depreciation, taxes, and profit goals.
  3. Determine subsidized rental rates using annual HUD and related data, including seeking annual rent increases as permitted.
  4. Attract tenants by advertising vacancies, obtaining referrals from current tenants, explaining advantages of location and services, and showing units.
  5. Manage contracts with tenants by negotiating leases and collecting security deposits.
  6. Accomplish financial objectives by collecting rents, paying bills, forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective action.
  7. Maintain property by investigating and resolving tenant complaints, enforcing rules of occupancy, including issuing lease violations and related documentation as appropriate.
  8. Enforce occupancy policies and procedures by confronting violators and following notification and enforcement procedures through and including eviction if necessary.
  9. Conduct inspection of units according to annual schedules and informing MVI maintenance service team of issues/needed repairs.
  10. Partner with MVI maintenance service team on maintaining and securing premises, including ensuring that contracted third-party vendor tasks are completed with tenant notification as may be required (pest treatments, landscaping, snow removal services).
  11. Secure property by reviewing data collected by security devices, establishing and enforcing precautionary policies and procedures, and responding to emergencies.
  12. Partner with MVI service program team to connect tenants with requested services that will enable them to meet the lease requirements.
  13. Conduct all management activities according to the Fair Housing Act and other related non-discrimination practices.
  14. Assist the coordination of volunteer workdays at various properties in MVI’s real estate portfolio.
Education and Experience Requirements:
  1. Associate’s degree or equivalent experience preferred
  2. 5+ years of experience in property management required;
    1. LIHTC-funded properties and HOME-funded properties preferred
  3. Certified Occupancy Specialist (COS) and/or Certified Tax Credit Specialist preferred
  4. Experience with Housing Choice Voucher program preferred
  5. Prior experience with database software required;
  6. Prior experience with AppFolio or similar highly preferred
Additional Considerations and Requirements:
  1. Willingness to work flexible hours, including evenings and occasional weekends
  2. Full-time access to a vehicle, valid driver’s license, and appropriate car insurance
  3. Current Act 33/34 Clearances and Childline Clearance or ability to obtain said clearances as part of the onboarding process
  4. Position includes frequent standing, walking, verbal communications, including telephone contact, and travel between facilities*

The salary range for this role is $70,000-$80,000, dependent on relevant experience.
